The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Topping the list for the City of Ottawa was City Manager Kent Kirkpatrick, who brought home $355,346.44 in 2015.

Following Kent Kirkpatrick was Medical Officer Health, Public Health Isra Levy, with annual earnings of $318,136.89. General Manager, Transit Services Giovanni Manconi made $248,266.58, Deputy City Manager, Planning and Infrastructure John Moser made $245,012.71, and District Chief Ian Buckland round out the top-five highest-paid employees with $237,614.81 for the City of Ottawa 2016 Sunshine List.
